Centre for Socio-Legal Studies (CSLS)

Established in 2006, the CSLS has been focused on criminal justice reform since then. It spearheaded the development of the Administration of Criminal Justice Act (ACJA) 2015 which has been hailed as one of the most significant reforms in Nigeria’s justice sector. Since the passage of the ACJA, the Center has worked relentlessly to push for its adoption by the various states of the Federation. The Center provided technical assistance to Kaduna, Plateau, Adamawa. Kano, Ondo and Nasarawa States in developing their administration of Criminal Justice Laws (ACJLs). The CSLS has served as Consultant to the Administration of Criminal Justice Monitoring Committee (ACJMC) and has trained over 2000 persons drawn from investigators, Prosecutors, Magistrates, Judges, Court Registrars and Administrators as well as defence lawyers. In 2019, the Center issued a paper titled ‘The Ideal Court Registry’ on the Role of Court Registrars and Administrators in implementing the ACJA, 2015 and the ACJLs of the various states of the Federation. The Center is currently implementing a project aimed at establishing National Minimum Standards (NMS) on the implementation of the ACJA/ACJLs. The major strength we bring into this INL project is our expertise in criminal justice reform and the strong network of partners in the criminal justice institutions which we have cultivated over the years. Our organization possesses the experience and high-level contacts in the sector, needed to assist in delivering this project timeously.

Our vision is to attain national and international recognition as the foremost advocates, experts and trainers in criminal justice reform, social justice, accountability, human rights and security, and allied matters in Nigeria and beyond.

Our Mission is to promote Justice reform, human rights and security, and accountability in Nigeria consistent with international best practices. We are committed to building capacity and skills of the stakeholders of the justice system to enable them to serve as agents of change and development.

  • Administration of criminal procedure reform project of the Federal Ministry of Justice, 2003-2007
  • Capacity building workshop on strategic management skills for public sector lawyers, 2006
  • Legal Aid Reform Project of the Federal Ministry of Justice/Nigerian Legal Aid Council/Access to Justice Project of the British Council; 2006/2007.
  • Procured funding support of the Open society Justice initiative (OSJI) for various projects of the Federal Ministry of Justice, 2005-2007.
  • Organized In-House workshops for the training of prosecutors in the Federal Ministry of Justice in collaboration with the Legal Defense & Assistance Project, 2016.
  • Organized a Workshop with Heads of Courts in collaboration with the Corruption and Financial Crimes Cases Monitoring Committee (COMTRIMCO) to discuss new practice directions for Specialized Courts and advocate for the need for e-recording facilities, 2018.
  • Drafting and Legislative Advocacy that led to the passing of the Evidence Act 2011.
  • Capacity Building of Judges and legal practitioners towards better implementation of the Customs and Excise Management Act.
  • Training of Law enforcement Agents and Prosecutors on investigative practices, proper implementation of the Administration of Criminal Justice Act, Asset Recovery and Witness protection in collaboration with Federal Ministry of Justice, 2018.
  • Provided Technical Support to the Federal Ministry of Justice, Panel on Implementation of Justice Reform (PIJR) in reworking the draft Administration of Criminal Justice Bill, 2013-2015.
  • Organized several workshops for legal practitioners on the ACJA and Anti-graft Laws/Procedure, 2015-2019.
  • Organized a summit to galvanize support of media representatives and Civil Society Organizations to advocate for the speedy trial of High-Profile Corruption Cases, 2019.
